Mouse freezes up every few seconds
New install of Windows 10 with the computer sitting with no programs loaded the mouse pauses for a moment every 2 seconds. It corresponds with the system service going between 7% and 14% in performance under task manager.

The mouse is wired, it is a dell mouse. I have removed and double checked the drivers in device manager. I think the problem is not the mouse but the OS. When I go in to task manager and look at the services “System” sorted by percentage of usage, system is jumping from 7% to 14% and it corresponds to the pause that the mouse is experiencing. If I knew what was causing the system to jump from 7% to 14%i think i would be able to identify the service or program that is causing the problem
You may be able to install Process Monitor ProcMon or Process Explorer to pinpoint the issue or conflicting program. You could try installing another OS too like Ubuntu and rule out Windows, then it would be a hardware issue most likely.

If it's not a cordless/battery operated mouse, I would test w/ another mouse to rule out the computer or mouse.
