New ADFS server only working for admin accounts

Domain admin accounts login to ADFS for SSO without issue. All other accounts fail. I type the user name and password, hit Enter and nothing happens. This was built by someone else and I'm not familiar with ADFS, but need to get this piece working regardless. Any help would be appreciated.

Turns out the service account wasn't created in AD! Created one and assigned successfully.
