Exchange services all down

We have two exchange servers-2016, all services of Exchange are down, cluster down, it happened all of a sudden , urgent help is requird

Are these physical or virtual machines?

What significant events are in the event logs?

What happens when you try to restart the cluster service?  What happens when you try to restart the Exchange services?

Is there a SAN or NAS backend?  Is it up and running properly?

-Cluster tries to start but fails
- All services start for a while but turns down again
-SAN based

-We have two Exchage Servers which are running on DAG,
-our Cluster is completely down
-Services not restarting
You can try to force the cluster service to start without quorum :

Exchange services can only stay starting on a dag member, if the cluster service is active.

Now, events log should be the best source of information when all network parameters have been verified (DNS, AD Resolution and access).
Is the SAN working?  Can you access whatever is stored there?

Is there a witness for the cluster and is it working?
