Installed Administrative Templates for MS Office on DC but they don't appear in GPMC?

I followed this guide to install the MS Office Admin templates for Group Policy Mgmt:

Step 1
Downloaded the templates from:
https://download.microsoft.com/download/2/E/E/2EEEC938-C014-419D-BB4B-D184871450F1/admintemplates_x64_5191-1000_en-us.exe

Step 2
Copied all extracted .admx files to c:\windows\policydefinitions on the DC (we only have the one DC).

Step 3
Copied all the en-us language files from the en-us subdir to the en-us subdir in c:\windows\policydefinitions

But they don't appear in the Group Policy Mgmt Console.  

I've tried "gpupdate/force" on the DC and rebooted it.  Let is sit overnight too.  Still not there.

I've never added policy definitions before.  What else do I have to do?
