Can I just remove arbitration mailboxes in Exchange 2013 that will be decommissioned? There is an Exchange 2016 in the same organization that has arbitration mailboxes.

Exchange hybrid configuration with Exchange 2013 server and Exchange 2016 server. Practically all mailboxes have been migrated to Microsoft 365. 
The Exchange 2013 server will be decommissioned once the mailbox databases are cleared of all mailboxes.
The only remaining mailboxes on Exchange 2013 server are arbitration mailboxes.
There are 4 arbitration mailboxes on Exchange 2013 server.
There are 2 arbitration mailboxes on Exchange 2016 server.
Can I just remove the arbitration mailboxes from Exchange 2013 server?
