Windows 10 SYSPREP fails due to Microsoft Apps

Specifically, fails on this line:

2021-08-04 11:05:48, Error                 SYSPRP Package Microsoft.BingWeather_4.25.20211.0_x64__8wekyb3d8bbwe was installed for a user, but not provisioned for all users. This package will not function properly in the sysprep image.

If I remove this app, there are many others will also fail.

Looking for either a way to fix this workstation so it can be imaged, or rebuild image from scratch so this issue with these APPS does not occur again.
