Keep Users from Saving to Root Share

Windows 2012 R2 server has a share that users can create folders.  How do I prevent the users from saving files to the root of the share?  In other words, how do I make it so they must save any files into existing sub folders or create a new one?

I asked this question once before years ago and received a solution, but the permissions screen for advanced setting are different.
