Admin Tool to replace local Exchange in Hybrid M365 implementation while using Azure AD Sync

Experts.  I have not been able to find a decent GUI tool to allow for mailbox management in an Exchange Hybrid environment.   Mailboxes has been migrated but we continue to sync our local AD domain to Azure via Azure AD Sync.  New account mailboxes require tweaking or to be hidden from the GAL can be done in the Exchange Management Console, or directly managing attributes, but I would like to retire the old Exchange server but give staff a GUI interface to make any such changes.  Suggestions are welcome along with any negative impact removing the exchange server could potentially bring that I'm not considering.
