Could be some exotic bug, or some unknown conflict with another setting.

Having all the windows you need as shortcuts in your Startup folder, will also solve this issue.

It's opened every new log in, so, also a reboot.
The Explorer setting SHOULD work but the documentation is not clear that you may or may not close it before reboot.
You can test it with an open Explorer windows before reboot (though that might not be exactly as you wish). The option is for the last session, not always the Documents folder.

can somebody help ?
Maybe, but I'm unclear on what problem(s) you are having. Is it one (or more) of these?

(1) When Windows starts (reboots), you want File Explorer to run.

(2) When File Explorer runs, you want it to open in the Documents folder.

(3) When File Explorer runs, you want the Documents folder to be expanded, not collapsed, i.e., its subfolders are displayed in the navigation (left) pane.

(4) When File Explorer runs, you want the View to be Details, not Small icons, Medium icons, Large icons, etc.

Btw, it's 4am here and I'm packing it in for the night. Will be several hours before I'm online again. Regards, Joe

how to open it
It is still very useful, even in W10. I suggest putting a shortcut to it on your desktop, which I explain how to do in this post:

https://www.experts-exchange.com/questions/29108609/Need-path-to-Control-Panel.html?anchorAnswerId=42620923#a42620923

You can also hard code the path to it, as I explain in this post in the same thread:

So I already provided the solution, then you asked, will it always work after reboot, to which I said yes. Then you still didn't try it?

Btw, although I recommend that you put a shortcut to Control Panel on your desktop (it is useful for other stuff besides File Explorer Options), there are other ways to get that dialog without Control Panel. Here's one:

Run File Explorer
Click View menu
Click Options button on ribbon
Click View tab

Cheers, Joe
