Exchange Management Shell command to determine Outlook on the web users

We are trying to limit our network to unauthorized users by disabling 'Outlook on the web' or login to the office365.com site altogether. I would like to first determine who has 'Outlook on the web" enabled on their account without having to look at every user. I'm assuming there is a EMS command to determine this? We want to disable the web access and only allow employees access to their software here at the office until otherwise authorized by management.
