How to start a Powershell project that will upload files automatcally

I need to create a Powershell script that will be scheduled to run automatically using Windows Task Scheduler. This script will upload the most recent text file generated by another Powershell script. Can I use Notepad to do this or should I use Visual Studio? When I go into Visual Studio and try to add the Powershell extension it is listed as Trial. Is there a cost for this extension?

This is VS Community 2019. The extension is called Powershell Tools for Visual Studio from IronMan.  I will just use NotePad to start it and then Powershell after that.
