Update of Powershell v4 to v5 fails on Windows Server 2012r2

I've been upgrading Powershell on some 2012r2 servers from v4 to v5.

Same, easy recipe on each.  Validate .Net version and upgrade if needed, then install Win8.1AndW2K12R2-KB3191564-x64.msu from an admin cmd prompt.

But I have one that doesn't work.  It had .Net 4.8 already.  Win8.1AndW2K12R2-KB3191564-x64.msu seemed to run OK, rebooted, and ... still on Powershell 4.

OK. Tried running it again from an admin cmd prompt and it says it is already installed and quits.

What else is there to try?
