Your TPM chipset needs to be programmed.<br />
Do you have the recovery key?<br />
If so make sure TPM is enabled in the system BIOS reboot and you should be prompted for the key.<br />
If you have BitLocker you'll need to log into a Windows account with admin rights, open the BitLocker app and go to Manage BitLocker, choose Suspend and then restart the computer.<br />
Log in again as admin restart BitLocker and the keys should then be loaded into the TPM chipset

Nuked it and the problem went away ....
