If it's on his system, then it's his responsibility, not yours, and only he can deal with it.

If it was originally registered in his name, all should be well.  In any case it would be advisable to keep out of that loop.  AutoCAD goes to what some might call "extraordinary" lengths with license issues.

when I login I am not seeing anything saying Renew Now
Yes, it would be best to have them or help on their behalf contact their support https://knowledge.autodesk.com/contact-support then. Do you see Restart Access instead?

all I see is get started to confirm my eligibility and I need to send them a letter from my school to show I am employed there.
Weird. I would contact the support team if it is stating that to verify if you already went through that process of eligibility before. Is it under their name or yours? The teacher ultimately may need the eligibility form submitted with their info for new verification processing and then be able to get their license\renewal figured out. I have not seen what the process is fully for a teacher\student\educational account or what it is like to possibly transfer ownership if you no longer need it. I am going to assume the teacher needs to resend a letter or some verification under their name and redo the process waiting for approval, but I would contact their support to find out if that is 100% true.
in 2018 I was given a perpetual license. does that mean it should not expire on me ?
Not necessarily, you stated you transferred ownership or over to a new system. I would highly recommend contacting them and see what they say:

I see this message on a page, which leads to me the named user or account may need to be processed or a new eligibility form for the teacher under their name
