Best way to move data from one SQL Server to another with little to no effect on the main server.

I am working on creating a DataOps/DevOps workflow using VS 2019 database project, Github, Github Action, AWS EC2.  My basic outline so far is as follows:

The information that I am looking for right now, is what would be the best and fastest in transfer rate to ensure that the System in a box/SQL DB is mostly up-to-date of the "data" each time I have made a pull or a push request and with little to no effect on the production server.

Can you clarify your problem?

It sounds like deployment issue? This means that your commits must include the necessary T-SQL migration scripts to update your database instances.
