I would skip that and install CU10 with the 5004780 update
CU7 is a year old and with all of the issues the last 6+ months, your system is at risk
backup everything first

Can you restore from last backup?
Your help has saved me hundreds of hours of internet surfing.

finally I have restored from veeam backup, I will try to upgraded to cu10 instead now

Since you cannot uninstall the CU7 to revert to an earlier version of Exchange Server 2019, if you want to uninstall this cumulative update package, then you need to remove the Exchange Server 2019 server, then You could try to restart the server and check again.

You can either remove the old server from AD and install a new one with setup.exe /recover or finish the install regularly and move the database and mount it using dial-tone recovery. Also, create a new database and move all the mailboxes to it. Redo virtual directories. Remove the old DB moved from the old server.
