Does anyone know the avenue to take to regain access to an Azure tenant?

We have performed somewhat of a hostile takeover of a company and a former employee that is no longer with the company was the only Azure administrator.  We have access to his email, but the account was set up with 2FA and the phone number it was set up with is no longer avaiilable.  We have a billing statement and the credit card it was set up with.  Does anyone have a clue where to start here?  One of my administrators has started opening up support cases, but it's proven pointless becuase we're not setting them up under the right instance.

Any help would be appreciated.

have you tried the reset password on the account that is set up to 2fa?  Do you have control over the administrators account that has the email address of the wanted account?

Please provide the legal means if you know of a way.  We tried the email route, but we don't have access to the 2FA.  The authentication keeps running us in loops where we click the forgot password link, receive the email pin code and then it asks for 2FA again...

The problem is is we are already admin users for their azure and o365.  The admin had another domain name that is his primary UPN for a different azure tenant.

His primary UPN is bob@domainA.com which is his email address primary send receive.  
He logs into a separate azure tenant with bob@domainB.com, which is an email alias for his bob@domainA.com account.
bob@domainA.com is protected with two factor and no one else on domainA.com has access to to domainB.com's Azure tenant.

We honestly don't know what's hosted out there.  I'm working with AZURE devops at the moment, so wish me luck!
