The math of downward trending income

How do churches determine budget for the next fiscal year? 


I was thinking it could be based on the previous years income since they can not predict future income. Suppose the budget based on the previous year is $5K per month.  


If the first 6 months of the new fiscal year the average income per month is $3K what are the consequences and resolutions of coming up $2K per month short?


Leaders sees the numbers developing and coming up short. What kind of plan can resolve the short coming? All I can think of it begin to greatly eliminate expenses not yet paid.


I used religion as a topic since some members may actually have experienced the above having been a church leader or church member in the know.
