What does over-positioning mean when referring to AWS pay as you go model?

I am trying to understand this phrase better when referring to AWS pay as you go model: You reduce risks of over-positioning or missing capacity.


What is over-positioning? Does over-positioning mean having to many resources?


I assume that missing capacity mean, not having enough resources
