Outlook doesn't start after update from 2016 to 365

Outlook doesn't start on a PC with User with Roaming Profile after I've updated Office from 2016 to 365. Outlook 2016 was working fine but I needed to update the PC to 365. Other Office Applications such as Word and Excel work fine but Outlook not. The Icon is the Generic White Icon and when I try to start nothing happens and no message is displayed. I've already promoted the User to Admin, Repaired Office, Remove/Reinstalled. Suggestions?

P.S.: Exchange still On Prem.

Thanks. I'm following your suggestions. BTW this happens only with UserA (Roaming Profile). UserB (Local Profile, same PC) Works fine. I'll be back soon.
Your help has saved me hundreds of hours of internet surfing.
