How do I check if our main phone number is partitioned in our Avaya server?

We have an Avaya S8300/G430/CMM phone system.  Our main phone number reports that it is out of service when dialed.  Our phone provider asked me to check if our main number is partitioned in the server.  I don't know how to check.  I have looked through Site Administration, Communication Manager (CM), and System Management Interface (SMI) without any luck.  I can't figure out where to look or the command to enter.  Can someone point me in the right direction please?
