How do you get Chrome to open up Outlook from a mailto: href?

I've got a site that has a basic email link that looks like this:

<a href="mailto:marjorie@nomasinternational.org" target="_top">marjorie@nomasinternational.org</a>

When you click on the link in Chrome, you get this:

So, instead of it opening up my user's Outlook application, it goes to a generic "mail" app.

How do to I set things up so Chrome opens Outlook?
