Error - There is not enough space on OneDrive You need an additional x gigs top copy these files. Im copying from one drive > ext drive
These files are downloaded to my PC in my one drive folder. They are 200 gig in size.
Im trying to copy to an ext drive thats 500 gigs. I even tried a second and third dirve to test. Same issue.

Is this OneDrive for Business or Personal? One time I had to adjust my Files On-Demand settings to free up space on my drive. Are you able to select fewer files to transfer over or in smaller batches or same error?
Is W10 fully updated and are there any pending office updates?
As David stated a last resort would be to open a ticket with Microsoft https://support.microsoft.com/contactus
This issue appears to be rampant in the Microsoft Community (MC) also, but not one central or definitive fix documented I believe, unsure if you have looked there as well. On page 2 below some mentioned a couple different workarounds on MC. It looks like its been impacting others for several years back to 2018. I see some even resorted to transitioning away from OneDrive due to this or a different back up method Macrium Reflect. I have had others use Backblaze as well.

you don't have enough room on your local Onedrive location. Do it one folder at a time or in batches.

The folder is synced fully on my work PC - 171 GIG. Circa 20 gig free on my C Drive.
I tried to download it (twice) from a link I copied and brought home with me. So Diff PC and diff network.
I end up with 19 Gig both time from the 171 and no errors.

Have you tried to login to OneDrive.com and check your space consumed online?
This looks to be Windows, so maybe Windows has lost it's mind too...
Simple test - Reboot + Retest.
If problem persists, you'll open a support ticket with OneDrive... as only OneDrive has their logs showing the problem.
