Exchange 2016, OWA/ECP won't load Exchange Shell won't connect

After re-issuing a LetsEncrypt certificate yesterday due to the Sept 30 broken cert problem, the certificate was working fine.  However, after rebooting the server today, ECP/OWA and the management shell are not working.  The event viewer showed:
An error occurred while using SSL configuration for endpoint The error status code is contained within the returned data.

I removed the port 444 cert entry by using the command:  netsh http delete sslcert ipport= 
However, per the article I can't re-add the entry.  When I try I get:
SSL Certificate add failed, Error: 1312
A specified logon session does not exist. It may already have been terminated.
Any assistance would be appreciated to figure out how to get Exchange working again.

MAS:  thank you.  I did find the issue to be the bindings in IIS.  There was an old certificate that was being bound.  Once I changed it to the self signed cert, and restarted the Exchange setup it got past that issue.
