or Migration method, see: https://docs.microsoft.com/en-us/archive/blogs/canitpro/step-by-step-migrating-dhcp-from-windows-server-2003-to-2012-r2

WE we migrated DHCP from 2003 to 2012 we when down the backup and restore method. This will migrate all the scopes and reserved DHCP entries but not any dynamic entries (leases).
When migrating from 2012 R2 or later you can use Powershell cmdlets to export and import scopes, static entries and dynamic entries (leases) as well.
Once each scop is migrated the machines need at least one full reboot to ensure that it is using the new DHCP server and picked an address correctly. This includes printers and other appliances.

Dear Peter Hatchison, in my case, i can't transfer "Classless Static Routes" at all.
Neither "Backup and restore method" nor "Powershell cmdlet method" not working.
For all other DHCP scopes, by both methods, transferring working correctly!
