Dear Peter Hatchison, in my case, i can't transfer "Classless Static Routes" at all.
Neither "Backup and restore method" nor "Powershell cmdlet method" not working.
For all other DHCP scopes, by both methods, transferring working correctly!

When migrating from 2012 R2 or later you can use Powershell cmdlets to export and import scopes, static entries and dynamic entries (leases) as well.
Once each scop is migrated the machines need at least one full reboot to ensure that it is using the new DHCP server and picked an address correctly. This includes printers and other appliances.
