Adjusting volume in an audio file

I am running Windows 10.  I normally use NERO Wave Editor to do minor (amateur) sound editing, but can't find a way to adjust the volume in one segment of an audio file.  The song gets much too loud in one segment, and I would like to just soften that one portion so it's the same volume as the rest of the song.  Is there a program that will do it?  Thanks, Phil

Sounds like what you want to do is normalize the volume.  MP3Gain can do this.

Be sure to write the output file to a different file, not the source file.

I started with MP3Gain (which I got thanks to Dr. Klahn a long time ago :)), but that seems to only work in normalizing the volume across different files - it didn't normalize within the file.  The Audacity solution works great.  Thanks!
