Access Denied when giving local admin rights to domain users

When attempting to give a domain user admin rights to local PC I am getting access denied messages.  I have always navigated to Local users and groups through the Manage selection by right clicking This PC >> Manage>> Local Users and Groups >> click on groups >> then Administrators >> go through check names and add.  That is where I am getting access denied...

You are correct the local account did not have admin rights.  I had to activate the administrators account in Windows 10 and was able to assign admin rights to the local user.  I then was able to assign domain user complete local admin rights to the local computer.  That thought had entered my mind but your diagnosis furthered my thinking into advating the Windows 10 Admin account.
