Can you quickly try below to start with?

1- Hit the Windows key and search for Task Manager or Ctrl+Alt+Del to select Task Manager.
2- Once opened, Right-click on Windows Explorer and then, click End task.

3- Then click on "File" in the menu bar and click on "Run new task"
4- type in "explorer.exe" and hit the OK button.

Maybe a corrupt user profile? Have you tried another user account? Does this also happen in safe mode?

Make sure your computer is not waiting for a reboot from Windows update.   Reboot immediately if it is.
