Pop3 110 port is being monitored or blocked in my OS

I use pop3 utility to fetch mails from external mail server. Something is sitting between that casuing pop3 utility to get crashed. (I guess BEX error)

I have scanned the system by malwarebytes and other antivirus.

Can anyone suggest any utility that can check or terminate any software which is monitoring pop3 110 or interfering in a covert or a stealth mode.

I know system could be compromised, but i have to make it work for a few days till I setup an alternate solution.

I would try 2 solutions in order to better understand the issue origin:
Check if the Port 110 is being listened (see PIC below).
Disable the Firewall for the time need to perform a Test on Port 110.

STrange thing, winmail is present on this version of server & top of it its hidden. Moreover unable to delete.
