Windows 2019 Essentials: Start menu and Search box not working

Start menu doesn't work.  When I left click on it, the windows icon changes from white to blue (expected).  But nothing appears.  I enabled the search box.  It doesn't do anything when I try to type.

I can right click on start menu button and it works fine.

OS: Windows 2019 Essentials

Version 1809 (OS Build 17763.2237)

Earlier in the week, I applied latest patches.  Not sure when the problem started.

This server is a domain controller.  Recently installed Active Directory features, DNS, etc.

This happens no matter who I login as so I'm thinking this isn't a profile issue.

I've restarted several times; no change.

I've run from administrative command prompt:

sfc /scannow

dism /online /cleanup-image /restorehealth (and /scanhealth)

Ran from powershell commands to re-register microsoft apps from https://www.tenforums.com/tutorials/3175-reinstall-re-register-apps-windows-10-a.html

I ran the troubleshooter for search.  It didn't find any problems.

I have malware bytes installed.  

This server is remote to me.  I am using screenconnect to get to it.

I used screenconnect to get onto a PC that is on the same network as my server.  Then RDP'd to it to see if that enabled the start menu to come up.  It didn't matter.

I had ccleaner installed; read somewhere that it should be uninstalled.  Did that, no change.

Being that I'm remote, I cannot do a clean boot since screenconnect is how I can access it.

At times, an update applies, that could cause this.

A reboot would be necessary to finalize the update.

Do you have someone on site ?
Reboot the server while on the  PC. Once the server cones back, recheck.

Distance to site?

Besides the start menu. Everything functions normally as far as the users are concerned?

Hi Arnold.  I have rebooted several times but the problem is still there.

Besides the start menu, the search box is not responsive.  All else is okay.

The cortana search, you mean.

Does it indicate it had an update pending that might be failing..

If you right-click on the desktop, does that display?

Try changing advanced system settings performance to prioritize system performance removing all the fency aesthetics if not already to see whether that is the issue.

The sear.ch, check cortana settings in the settings, Windows key +I

Do you have another admin account even if it is a new test one you create to see whether the issue might be with your user profile.
