What permission is required to enable AD users to change the scope of AD groups?

Points of My Scenario:

1. I am a domain admin


2. I delegated all tasks to a group in the "Tasks to Delegate" page in the "Delegation of Control Wizard"


3. Although members of this group can now manage Active Directory groups, they are unable to change the scope of groups.


What permission is required so members can change the scope of Active Directory groups - and how to do it?
