Is this site based on a template or a framework of some kind?

What kind of site is this:

I'm thinking it's a framework of some kind just because the source code is so structured. It may very well be the work of an exceptional developer, but even a Boostrap template seems like it might be a possibility. 


I'm asking because I want to sound intelligent when I propose a new element within the site. Assuming that this is a template or a framework of some kind, adding a new carousel would be cake and ice cream. Not that it wouldn't be do-able if everything is being done by hand, still I wanted some other eyes on the source code to see if there was something that I'm missing which indicates a third party framework, template or something of that nature.

Thank you Scott and Dave!

Scott, to your point, I agree wholeheartedly. I'm not looking to build or enhance anything with this site. Rather, I've been asked to come up with some ideas in terms of content. I wanted to be able to frame my ideas in the context of the framework that was being used so if I were to suggest a Carousel, for example, I could confidently say that it's a widget that can be dropped into place as opposed to something that might otherwise require having to move a bunch of things around and contend with an additional code.

When I walk into the meeting in a couple of weeks, I'll be able to assure those who are in attendance that whatever I'm going to suggest is easy to implement because of the homework I'll now be able to do based on what I now know to be the systemic starting point for the site.
