Cannot open up a document in PDF

I have a client that is attempting to open a PDF Document but is is not allowing us to open the file.  A message comes up saying "The document you are trying to load requires Adobe Reader 8 or Higher You may not have the Adobe Reader installed or your viewing environment may not be properly configured to us Adobe Reader. For Information on how to install adobe reader and configure your viewing environment please see http://www.adobe.com/go/pdf_forms_configure."  We have went through all the step in shutting off the protected mode and we have the latest adobe reader. what are we missing?

Try an alternative PDF reader such as PDFLite and see whether that resolves the issue.  Worst that can happen will be that the other reader will come up with "This file is irretrievably corrupt," which would explain why Adobe can't read it.

if you read the message line by line.. 1- is there any pdf reader? 2- the version is it higher than version 8?
3-Can the pdf be read in other pc?

if ALL are yes , come to 4th question: Have you uninstalled it correctly before reinstalling it? Because adobe uses some preload at windows startup and if you did not restart the pc, adobe still not yet cleanly uninstalled.

The simplest way is open the pdf file using any internet browser ie: chrome

The client was going to bring the laptop back but never did, so don't know if the issue was fixed or not, but do appreciate you all trying to help and your suggestions was helpful for future times if this comes up again.
