.NET 3.0 framework problem

I have purchased a new laptop running Windows 11. I am trying to install the Custom UI editor to be able to create/change the ribbon in Excel. I have been using this on my old laptop. Anyway, when I run the install program I am getting an error message telling me I need the .NET 3.0 framework. I have found and installed the .NET 3.0 Core runtime but I still get the same message. What do I need to do?
