content development and creative for email and social media post

Dear Experts:


In Digital marketing there is two parts content development and then creative what is the difference and who becomes responsible for what work, like content writer will develop pieces of content for emailers, blogs, landing pages, social media post, (organic +paid ) and he will share the draft version in word document.


Now, next step is this has to be converted/transformed  to creative and is this called as email creative ( which means html version of emailer which includes design + infographics  )   is this correct please suggest and correct me here


Similarly, social media content theme/concept is shared by content developer now should convert/transform this to social media creative which includes design/infographics,  is this correct please suggest and correct me here 


Please help me in this

We have a content writer now would like to hire resource or agency for converting this content in the from of emailer, social media post hence was bit confused who does what work, understood that need to hire graphic designer who gives ready to use emailer and ready to post creative on social media platforms
For email, if you use a service like mailchimp.com, there is an email builder with templates and that may be all you need.

A logo, a stock image (or better if your own) and content formatted nicely is all you need and that is included in the templates.
