Fix windows startup in hp laptop
Potentially if your system has a HDD and it is failing.
Boot the system using bootable usb/DVD/cd install media, enter repair mode,
Run chkdisk

The other possibility, an update was being applied when it lost power, or was interrupted

Just use your current backup. Or didn't you regularly backup???
Depending on what type of disk it is, you could connect it as a 2nd disk to a desktop PC, most have multiple SATA ports, & if your bad disk is SATA, you can easily connect it & then try to copy off the data. But there are big "BUTS" to consider. Your disk might be encrypted, which can make data recovery hard or impossible. HP often automatically uses encryption if you didn't prevent that in the first place. Besides that, since there is probably disk corruption, if you can copy data off, lot's of it can be corrupt & you may not notice that immediately.
One thing that might help, is if you have been using an m$ account to logon to Windoze, the data, Product keys, software installed from the m$ store etc., is saved on OneDrive as well as in your m$ account, so most of it should be recoverable once you have installed the OS again and connected to the m$ account.

the less you play with it the better, hopefully it is not making noises (if it does, your best and only option (outside prior backups) would be to send it to a data recovery firm, though that could get expensive depending on where you are and what the issue with the drive is.

I downloaded windows 10 to a usb and installed it. It asked me to create a new user when installing windows. Now Im able to login to windows using the new user name but I dont see my previous files?

If you logged on previously using an m$ account, you must now create that account on the PC & then logon using that m$ account. If your data doesn't sync automatically you should see options to do that somewhere, or look at OneDrive where the files are stored.

Install, did you format the drive, or did you install over what was there?
look in c:\users what do you have?
does c:\ have windows.old?

your new user has a new profile directory i.e. username adam you will have
c:\users\adam and c;\users\adam.001 your current profile will be using c:\users\adam.001 and your old data at c;\users\adam
if you try and access c:\users\adam you will get a permissions error and if you are an administrator and not a standard user you will get a pop up where you can get permissions to access the folder from now on.

For that download the newest Windoze 10 version from the M$ site, put it on USB, Disconnect the Network from the PC, boot the USB & start the installation...
