Ms access cannot lock file

We need more information.  What is the name of file? If it is you  .mdb or .accdb file, have you already converted the database to a backend/frontend?  Are you in a shared environment where another user might already be using the file.
Or perhaps the file is already open in Excel or Word on your computer?

It is a current known issue/bug:

thanks. will investigate and try help users I support. hope to have a good start in new year. Suddenly shared database is inaccessible by all users except one.

problem fixed for office Access 2013 version but office 375 with microsoft access 2016 is not solved. they still get error. ant tips? please help.
