Windows 10 start menu icons issue

Windows Start menu icon issue:

Some of my icons in my windows 10 Start Menu are just presenting as white rectangles - no icon images

Some are fine and sj=howing the correct images

It is only affecting the Start menu icons - the desktop icons and taskbar icons are fine

I have tried the following:

Rebooted the laptop

Restarted explorer.exe

Ran the Cmd.exe from desktop as administrator and also from taskmanager as Admin and tried to delete the iconcache.db files from:

%localappdata%\Local\Microsoft\Windows\Explorer

and from 

%localappdata% 

I get the "Access Denied" for some of the files when deleting them even though I am running the cmd.exe as admin, also in safe mode

Also tried re pinning the apps

When I pin the corrupted apps to the taskbar the icons show the correct images so it is just affecting the icons in the start menu

PLEASE PLEASE do not suggest the usual google searches as I have exhausted them

This just happened - no windows updates etc.....

No idea why
