Exchange 2016 issue sending and receiving.

My Exchange 2016 stopped sending and receiving emails. Devices are connecting without issues, when sending an email through Outlook it sends out just fine but when looking at the Delivery Reports they all show "Delayed". Our inbound email comes through a 3rd party spam filter and they are showing delivered but nothing is reaching our Outlook or devices.
