What OneDrive and SharePoint permissions are needed for all users to see all files and folders?

I am working on a new MS365 SharePoint and OneDrive setup and the on-premise manager decided to copy all of the files from the companies Dropbox account into her OneDrive for Business account using File Explorer on a Windows 10 machine.  Now the only person that can see the files is the manager that copied them.  The other 2 users only see the folders.  All 3 users have "Owner" permission set for the SharePoint group.  On her local computer and the MS365 portal, she can see all of the files and they are syncing perfect.  Also, the files say they are checked out when she views them from SharePoint site.

Thank you Walter and Rainer.  All of the files that were migrated from Dropbox are locked so I will contact the manager and have them check in the files which should fix the issue.  Thank you for your input and time.  I appreciate the help.
