How to Whitelist a URL in Server 2019 Firewall
I've been asked to whitelist a URL in windows server 2019.
I have tried using the Windows Defender Firewall but can't seem to see where to enter the URL.
Any help for a noob?

That's what I am coming to understand.
Not sure how to "whitelist" a specific licensing server. The is the standard Comcast Business Gateway with no additional firewall.

for traffic going out, shouldn't need to add that unless you manually have restrictions for outbound traffic

Outbound is unrestricted.
The whitelisting request is from an application. Their support desk says whitelist their license server. To me that would be outbound so I’m not sure what’s up.

they're not talking firewall, they are talking web browser/email application
firewalls don't work on url's they work on ip addresses

you can't block a specific URL unless you create a rule to block ports 80/443 to the IP address
if they use a pool of addresses you could restrict access to the entire subnet
if the website is only 100.10.11.12 then you could block that traffic to that address /32
or if they have a load balancer and servers could be .12, .13, .22 etc. then you could block traffic to 100.10.11.0/24
that's a close as you will get
