Shortcut key to launch Snipping Tool

on x270 Thinkpad, pressing the Fn + a Scissor

key will auto launch 'snipping Tool' : however

I'm now on x240:  how can we program shortcut

keys to launch it (say Fn + UpArrow  key)?

Agree Snipping Tool is not great.
Will try out Kimputer's free solutions.

>Alt + N & Ctrl + N
Doesn't work for me while
"Windows logo key + Shift + S" gives
Snip & Sketch feature.

Just one question for Kimputer:
I don't see ScreenPresso has any option for "Erase"
(like what's available with MSPaint which allows us
 to erase with selected colors).

It's called blur, there's no erase. (the droplet icon)
