How can I go from all 2012 R2 domain controllers to newer versions safely?

I have been tasked with updating a Microsoft Active Directory Network.  It currently runs all 2012 R2 domain controllers with a Domain Functional Level of 2008 R2. Also Exchange 2016 is running on prem.  My question is, is there any danger and also should I raise the domain functional level to 2012 R2 before adding newer DCs?  Also is it OK to go to server 2019 for the new domain controllers or is 2016 best to go to first?

Hi yes, if no other DCs running older OS it is best to raise the forest and functional levels.About OS, if you know them both go with 2019.

I have already migrated to DFSR.  Is there any precaution I should take before raising domain functional level?
