Trying to host Quickbooks Database Server Manager on a Windows Server 2019

Hi, I have a new 2019 Windows server and I am trying to have it host a 2021 Quickbooks file.  I added exemptions 8019 and 59341, have the correct database server manager and have run the Database Server Manager.  I gave the created QB user admin rights and made sure the folder is shared to all and the QB user.  Oh also the QB DB mgr service is running.  


I did read somewhere that QB 2020 and later uses a dynamic port to host QB, if that is the case, do I need to find that port and open it in the firewall?
