I do not have the download link, I tried with windows update, but an error appears, I will try to download the latest updates.
Windows 2008 R2 starts out with just TLS 1.0, which is no longer supported by the Internet. It also uses SHA-1, which has also been deprecated for signing Microsoft updates. You will need to download various Microsoft updates manually from another machine and install them.

this is likely to be your issue - https://support.microsoft.com/en-us/topic/2019-sha-2-code-signing-support-requirement-for-windows-and-wsus-64d1c82d-31ee-c273-3930-69a4cde8e64f
download the SHA2 update for 2008R2 manually )which is linked in the above article), apply, reboot... then re-run windows updates, then try to install .net framework again.

previously I had this version running PRTG in production without problems, after a problem on the hard disk, it was necessary to restore, there the problems arose, however all your recommendations were key, I went to the 2012 R2 version, installed PRTG and now I have it running without problems, thank you very much friends, your help is really invaluable, especially the immediate response.
