Can't open Chrome don't know how to restore it

The title is what a friend told me and this is the first time they have needed help on their computer in a very long time. I will be visiting them in about 5 hours and wanted to just get some possible answers. I do know they still have Windows 7 and have a disc to upgrade to 10 but as far as I know they have not. Any chance Dell is prompting them to use the W10 disc and in some way has disabled something?

They do have Firefox and I'm not sure why they have not tried to download Chrome using FF. 


New detail from them: Windows sent a message to restore to a previous version of windows and after doing that lost Chrome.


I'm not sure "what they did" or why Windows would send such a message. I assume by sent they mean the message appeared on their desktop as an alert. 

I only know what they have told me. Any very weak causes? (weak because I don't know more right now) Thanks.

Your solution may not fly with them as it would require the computer to be taken to a local shop. They only use 3-4 websites and email so vulnerability is somewhat low. They do have Trend Micro for their anti virus protection. If they were asked to restore back to a previous version of Windows maybe they already tried the W10 disc.

Vulnerability is never low with an unsupported OS. It just should never be used online. Whether it needs to be taken to a shop or whether you can do it onsite is another decision, normally it is an easy task, but does require some time, during which you normally don't have to sit in front of the PC. The PC will have to be upgraded anyway, you might as well do it now when there is a problem, if you don't, it will just get forgotten. The error itself could even have been caused by malware...!

Dell ( ?? which was a Windows 10 desktop ??) but sold as a Windows 7 and came with a Windows 10 upgrade disc. Out of warranty and bought on Amazon.
The free upgrade from Windoze 7 to 10 has always worked for me, the PC manufacturer has never been an issue. I only just did such an upgrade a couple of days ago. But maybe it could be different based on where you are located. Possibly in some countries you can't upgrade for free.
If it has a windows 7 from MS, it could very well be upgradable and licensed under windows 10.
much depends the lengths to which you want to go and whether you have a spare SSD for temp use. i.e. clone the existing Drive to SSD, run the win10 upgrade using the win10 media creation tool. and see if the MS servers reflect a valid win10 license.
if it is and have them cover the cost of the SSD and the upgrade .....

They will like to speed up... and you would solve their issue..
Upgradeability to OEMs may have included and not limited to the one/two year window offered to others..

He resolved the issue himself. He has Windows 7 and there is an "action center" and in there trouble shooting and also system restore and he want back to February 9.
You should be able to upgrade the Dell to Windows 10.  I just did a recent one for a Surface Pro 3 from Windows 8.1, using the Windows 10 Evaluation ISO, and it activated Windows 10 on its own.  I didn't have to manually activate it.
