Airport WiFi blocking IMAP?

A client called today from the Winnipeg airport, telling me he couldn't not get e-mail to download using Outlook on the airport WiFi.  I assume the ports might be blocked based on the error message.  I cannot find anything on their website regarding this, but hoping someone may have more information.  He can view websites, but gets not response from the e-mail server (Times out).  They use G-Suite (FREE) e-mail still.  Yes, they are aware they need to make a change in the very near future.

I thought I was the only one left with the free G-Suite. I just got the note that they are taking it away :(  I had a dozen or so clients on that the day it came out.

Can they just go to gmail.com and send / receive or use the app on their phone?

You would think sending would be blocked before receiving.  

Is the email being routed directly from Gmail to outlook or is it going through some type of anti spam server or software?
