Helping me get my server 2016 to boot up keeps spinning on loading screen

My exchange server 2016 was having an issue where I couldn't install the new CU22 update it kept giving me a reboot error message. I ran the health checker and it came back with this log file.

   Server Pending Reboot: True --- Warning a reboot is pending and can cause issues on the server.
      HKLM:\SYSTEM\CurrentControlSet\Control\Session Manager\PendingFileRenameOperations

I went to the following webpage above and I made several backup copies of the registry and then I deleted the key PendingFileRenameOperations after I deleted the key I reboot the server and now the Server is just spinning at the windows splash screen and won't load in to windows. What would be the best way to get this issue fixed. I was thinking of going in to safe mode and reapplying the backup of the registry that I made. But I wanted to come on here and find out what is the best way to handle this issue. Please let me know thank you.

i found this  :   Exchange install fails saying server reboot is pending (microsoft.com) 
I had a server where the key was missing so I had to add it back into the registry, then the exchange install worked.



@Nobus - Thank you so much for the information I deleted that key last night after I made a couple of backups of the registry and now when I restart it just hangs on a spinning loading screen that's it won't go any further. I have a VMware ESX Setup the server I'm having issues with is my Exchange 2016 running on a 2016 server. When I deleted this key HKLM:\SYSTEM\CurrentControlSet\Control\Session Manager\PendingFileRenameOperations  my server gets to the loading screen and just spins. When I get my server up and running I will definitely try that suggestion in order to get the cu22 installed. Thank you for the advise.
