My exchange server 2016 was having an issue where I couldn't install the new CU22 update it kept giving me a reboot error message. I ran the health checker and it came back with this log file.
Server Pending Reboot: True --- Warning a reboot is pending and can cause issues on the server.

I went to the following webpage above and I made several backup copies of the registry and then I deleted the key PendingFileRenameOperations after I deleted the key I reboot the server and now the Server is just spinning at the windows splash screen and won't load in to windows. What would be the best way to get this issue fixed. I was thinking of going in to safe mode and reapplying the backup of the registry that I made. But I wanted to come on here and find out what is the best way to handle this issue. Please let me know thank you.

I had a server where the key was missing so I had to add it back into the registry, then the exchange install worked.
