Troubleshooting steps you could try.
1. does the file open in 2013 or is it possibly corrupt?
if it does open then check if your visio can open other visio files.
If the 2016 wont open other files try a repair on the install
if it does open in 2013 check for anything that may make the file incompatible. (such as background scripts)               however background scripts are only really applicable if the creator had the javascript api added..
2. try using the visio viewer? Download Microsoft Visio 2016 Viewer from Official Microsoft Download Center

If the file is on a network share copy it to the local downloads folder and try opening it from there.

Check the Event Viewer under Applications for error messages as Visio should create log entries when it crashes like that.
Excellent troubleshooting steps provided above. Two other things to try:

1) Copy the diagram to either OneDrive for Business or SharePoint Online then click the filename to view the diagram in your browser. If it doesn't open, it may be corrupt. If it does open in the browser, click the Edit button on the top right and try opening it in the desktop app from there.

2) If the diagram does not contain confidential information, I would be happy to see whether I can open it. You can send it to Scott@VisioStepByStep.com.

The following fixed the issue:

go to File - Options - Advanced in Visio, and checking out the "Disable Enhanced Metafile optimization" box to disable this option, under Display.
Wow, talk about a needle in the haystack. Well done and thank you for sharing!
