URL Numeric Wildcards

Trying to confirm something:

I colleague mentioned that URLs can contain the hash sign (#) for a wildcard representing any number. e.g. you may have a series of pages whose URL represents an account number e.g.

https://Widget.com/accounts/1234

https://Widget.com/accounts/1235


Would 

https://Widget.com/accounts/#

be valid if the software handling it recognizes # as a numeric wildcard?
